Although Time states the the criteria for person of the year is "the person who has most profoundly influenced the world during the past year, for better or for worse.", there's more to it. What they fail to mention (for obvious reasons) is that yellow journalism is tricky. Time needs to sensationalize the issue enough to increase circulation, but not too much that it causes Time to lose advertisers. That is why, by their own criteria, Osama "...most profoundly influenced the world...for worse" yet, Rudy was chosen as person of the year even though the world was not really all that influenced by him.
