Mr. Kurlantzick creates a mood that is angry that the US no longer has the power it used to have over these countries and is now the beggar rather than the master. He attacks Chavez for supposedly consolidating his power by purchasing arms and helicopters despite the fact that he was democratically elected and refused to force his constitutional changes on the population when he lost the referendum.
